Catalyst Center & Application Visibility with C8300 router

I have a couple of C8300 routers providing Internet connectivity.  They have been onboarded into CCC and I have enabled CBAR on both of them via CCC with the WAN interfaces defined.  I can see the standard Advanced Profile Pack, plus the CCC provided Secondary Protocol Pack are enabled and the output to the 'show ip nbar protocol-discovery' shows several pages of discovered protocols.  The avc sd-service has been automatically configured with CCC as the destination and the export counters are incrementing (show avc sd-service info export).  Telemetry Status in Device 360 says healthy, but I'm not seeing any application details - I might be missing some concept here?

That is all that has been configured though.  According to this document Please read it says there should be additional configuration pushed to the router (performance monitor context xxxx).  If I try and enable 'Application Telemetry' on the same page that I enabled CBAR, it fails with the message 'NCTK19912: No Telemetry-applicable interfaces/WLANS found!'.  I have ensured the LAN interfaces have a description of 'lan'.

From the CLI on the C8300 the 'performance monitor' command isn't available - is this a licensing thing?  They are C8300-1N1S-4T2X running IOS-XE 17.12.4b.  

What am I doing wrong?
